The Harmonized Tariff Schedule of the United States HTS contains the current legal (enacted or proclaimed) and nonālegal (statistical or reference) provisions specifically designated as such in section 1204(a) of the 1988 Act (102 Stat. 1148). The HTS, as well as to regulations of U.S. Customs and Border Protection (Customs) and the many laws that Customs enforces. General notes 1 through 3 explain the structure of the HTS and define terms and symbols used throughout the schedule.
Tariff and statistical changes were effective as of January 1, 2023; this edition contains all changes since the last printed edition (February 2022), as reflected in the Change Records to each revision. The HTS represents the authoritative compilation of the tariff and statistical provisions applicable to goods in trade.
This training will discuss Harmonized Tariff System (HTS) and Regulations regarding the changes or revisions of the 2023 Basic Edition of the HTS, released by the International Trade Commission (ITC), including changes that went into effect on January 1, 2023. The HTS also includes a variety of changes at the 10-digit level, including new provisions for organic fruits and vegetables, plywood of tropical wood, face masks, and new tariff breakouts for used vehicles and pillows.
It will also explain using the Harmonized Tariff System (HTS) and Regulations where admissibility and durability can be settled under HTS, which focuses on the transshipment's value. Finally, it will describe classification and valuation as the two most important factors affecting the number of duties HTS users can expect with U.S. Customs, in which the filing documents are associated with HTS policy and procedure.
